There is no city just west of the Lincoln Memorial. However, Arlington County, Virginia is across the river (which runs generally north-south there) and is fully enough developed to be thought of by many as a city. The first city one comes to heading west from the Lincoln Memorial is the city of Falls Church. The city of Alexandria is on the west bank of the Potomac River across from part of the District of Columbia immediately to the south of Arlington and south of the Lincoln Memorial.

Arlington National Cemetery is a military cemetery which covers around 624 acres. It does not have a typical street address. The official address however is, Arlington National Cemetery, Arlington, VA 22211.
No army surrendered at Gettysburg in 1863. The Army of Northern Virginia retreated across the Potomac and fought for another 2 years before finally surrendering to the Army of the Potomac in April of 1865.
