Banning technology would be a retrograde step, and neither likely to be accomplished, nor a desirable outcome. Even the Bushmen of the Kalahari use technology in the form of bows and arrows, spears, and fires. In the western world, the Amish of the US go part way to this, but in a limited way, and still use wheeled transport, cloth and so on - products of technology.
