When we take a guided tour the tour operator will send a tour guide with the customer or arrange to meet a tour guide at the destination or the hotel, and then he will take customer to the each an every place as they previously arranged with the tour operator and the tour package.

But if we take a holiday package we can just go to the destination point as previously arranged and we can enjoy and entertain the places , cruises , adventure parks with our friends or family independently without a tour guide.
