A metaphor, this is because it is saying the ears actually became radar antennae but it is clear they did not as this is impossible, it gives the reader a clearer image and sense of the story.It is not personification as personification is when a inanimate object is given a personality, here it is the opposite.
Implied metaphor is when it gives you the metaphor but doesn't tell what the subject is. A regular metaphor tells you the subject of it.
