Shallow ocean waters near land are called neritic.
The earlier answer was idiotic. Seals are mammAls* and they mostly are found near coasts and shallow ocean waters. They do not go on land, if they go on land they will become "beached" and die. They are not deep sea and are generically found in shallow waters.
The ocean is more shallow closer to land due to the continental shelf, which is the submerged part of a continent that extends from the shoreline to the continental slope. The continental shelf gradually slopes downward from the shoreline towards the open ocean, resulting in shallower waters near the coast. This shallow area is important for marine life as it provides a nutrient-rich environment for various species to thrive.
The proper term used for a shallow zone near a shore is a littoral zone. This zone is the shallow waters between the land and the open water areas.

A bay is a body of water partially enclosed by land. They often have calmer waters compared to the open ocean due to protection from surrounding land formations. Bays can vary in size and shape, with some being very shallow and others deep enough to accommodate ships.
The land under an ocean at the edge of a continent is called the continental shelf. This is the shallow submerged portion of a continent that extends from the shoreline to the continental slope.

Well if you know that they rely on warm ocean waters for their strength what do you think will happen if there isnt warm ocean waters below it. It will dissipate. A tropical cyclone can have its outer bands on land but if its eye is over warm ocean it will strengthen. So once it hits land it will weaken. But because of the vast size and power it will take days for them to go away. So that is what happens to them.
