Ooh! I know this one! The River Mersey, located in Northwest England, defining the North-eastern side of the Wirral peninsula. It passes Liverpool and Birkenhead. Neither settlement is on both sides of the river so you could not say that it. It does notably flow through any settlements, but if you really wanted to find out, I'd recommend you visit! It's a beautiful area, especially the Wirral (no favouritism, of course) and Liverpool was the capital of culture in 2008. There's loads to see and do...it's great!
