Assuming you mean US states only, probably Alaska. Definitely Alaska if you count the shorelines of the Aleutian islands, and Alaska or maybe California otherwise, depending on how precisely you measure shoreline. For instance, you could take a map and measure the lengths of the shores drawn on it. To be more precise, you could take a bigger map. If you wanted to be perfectly precise you could take a tape measure to the coast and measure every little turn, but that would take far too long, so coastline measurements can easily vary by quite a bit.
As Hawaii is in the Pacific Ocean, I'm afraid there isn't any bordering states.
