friction
The water usually flows fastest in the middle and top sections of a stream, where the water has the least amount of friction with the streambed and banks. This is because the water in these areas does not experience as much resistance as it would at the bottom of the stream.
All streams meander to some extent. The most likely time is when flow is consistent and gradient is uniform. See Braided Stream. When a stream has eroded the steep valleys to genteler slopes, the stream flows more slowly. Now water in the stream erodes along the sides of the stream bed rather than along the stream bottom. === ===
A stream or river called that flows into a larger stream or river is called a tributary.

tributary
A streambed with large boulders or rocks would cause the most friction as water flows over and around them, creating turbulence and resistance to the flow. Additionally, a rough or uneven streambed surface would also increase friction by disrupting the smooth movement of the water.
A perennial stream flows during dry periods because it is fed by ground water, much like an effluent stream is.
