It was built as a city. The incas needed to move away from the spanish invaders and so they built the machu picchu. At least that's what i remember from my visit. I also remember that those giant steps you see in the pictures were used to farm.

There are a number of theories, but the most widely accepted theory today is that of a royal estate. Machu Picchu was probably built during the reign of Pachacuti, to serve as his private retreat. See the related link for more information.
