It would depend on where you purchased the ornament and what that retailers particular return or exchange policy is.
There are many different types of plastic moulding, most of which is manufactured in China. Depending upon which type of plastic moulding is used would determine the way the moulding is fitted.
I would think they have plastic coated bar. Stainless steel would be very expensive. And I would imagine plastic coated isn't cheap.
One can order plastic parts from China from various stores online and in physical stores. Depending on what sort of plastic parts are required, many parts are made in China so it would be possible to purchase items from physical within ones home country. Otherwise, one can purchase products from various websites online directly from China. Some of those sites are MG Trading, Made In China and Ebay.
