The original idea was suggested by the engineer Gustave Eiffel to a French minister of the time, Edouard Lockroy. The minister was keen on building sciences and organised a contest between building companies, for a 300 meters metal tower, which the Eiffel company won.
Gustave Eiffel is the engineer who championed the idea of the tower and build it. Hence the public of Paris gave his name to the Eiffel tower (he did not name himself the tower).
