Normally they would build a dam over a valley with a high amount of rainfall per year, this then would collect behind the dam and gradually get bigger. The river basin will ensure new tributaries and branch off and may eventually lead into the valley (valleys are made by rivers normally from the past) so the gravity will pull it into the easier path downstream towards the dam.
