Because it's a bridge and bridges take along time to build. If you don't like that, then try building you own bridge to see how long it takes you. (Didn't mean the in a mean way)

Steel bridges take a long time to build because of the precision of the work. The pieces have to fit perfectly together, or else the bridge will not be safe.
Construction was from March 1992 - November 1995, so about 3 years.
