It's not 'impossible' so to speak, but very impractical. We could begin creating a giant underwater structure that would enable us to live in the ocean, while maintaining the same living conditions like we were living on land. To live in the ocean completely (No need for contact with the surface), we would have to have a well-kept forest or garden(For Oxygen), and a very effective desalination plant, for water. Disposal of waste products would be rather simple, as we could use the crushing pressure of water around us to compact the daily waste(Rubbish, paper, etc) into little cubes which could be disposed of in a more orderly manner. Bio-waste (Fecal matter, etc.) Could be used as fertiliser for the plants which are providing the facility with Oxygen.
However, there are numerous disadvantages to living in the Ocean as well. Firstly, transportation between facilities would be nearly impossible, as the crushing water pressure surrounding us would make swimming a laughable idea, and unless we are able to make "Underwater buses"(Giant submarines which would allow the transportation of food and personnel), it would be reserved to the very rich. Secondly, if an unknown/new infection were to break out which affected the trees, the people living in that facility would be in trouble, as their source of Oxygen has been Compromised.

It is impossible for scientists to approximate how many organisms are currently living in the ocean because they cannot explore all of it. There are more than a billion living things in the ocean. However, two interesting facts are that the ocean contains nearly 20 million tons of gold and 6 species of turtles!!
