Most can but usually they have to both be on Imperium or Xenos for example Space Marines can't ally with Tyranids, but on some occasions Xenos can ally with Imperium. The Warhammer 40k Rulebook outlines which races may ally with each other.

you get a team that either play for the same club, or yu can get one fro the same nation but this doesnt slaways work because they are not in the same league. You have to have a manager and if possible from the same nation as at least one of your players
