It starts two ways.

1.Two tectonic plates move away from each other and magma goes through the space they leave forming a volcano.

2.Two tectonic plates move together and one slides under another dragging water into the mantle boiling the water which melts rock forming magma which rises to the surface forming a volcano.

"But the place where volcanoes begin is in the deeper regions of the Earth's crust and uppermost layers of the mantle".
