You have to buy it from the bank. It is very expensive. Costs $250,000. It is called a Penthouse for some reason... You have to go to the bank, click on "Buy Housing" and click on Penthouse. Here's a tip to earn the money. Be a doctor. Keep ncreasing your intelligence for promotions. Trust me, I am a doctor myself and I already own the Penthouse. If your level is max at being a doctor, you would get $3,625 per day, and there would be a huge chance of getting bonus money.

Go to the bank next to the casino on the 3rd island.

Click the ATM enter any 4 numbers and click on the buy house option.

Select a condo or a penthouse.

Make sure you have enough money in your bank account.
