Getting bound armor in Morrowind is rather simple. All you have to do is talk to a Mage, which you can find almost anywhere, especially in the Mage's Guild. Talk to them about Spells and a list of spells they sell will appear. Go down until you find Bound ... (whatever the spell bounds to you) and buy it. Not all Mage's sell Bound spells so you'll have to hunt for a little bit.
If you want to always have bounded armor and weapons without having to constantly renew the spell all you have to do is capture the soul of a Golden Saint or and Ascended Sleeper. BEWARE! Golden Saints are the hardest Daedra to kill (they're about level 25) and Ascended Sleepers are almost equally as powerful, if not more! But, if you manage to capture the soul of one of these things in a Grand Soul Gem just go to an enchanter and talk to them about Enchanting. While here, put the Grand Soul Gem with the Golden Saint soul or Ascended Sleeper soul into the Soul box and then put whatever you want to enchant into the Item box. Now, you should see a little box that says Cast When Used. Keep clicking this button until it reads Constant Effect. You can only use Constant Effect on items with a Golden Saint and Ascended Sleeper soul, so you need one of these souls, as I stated before. Now that you have it set to Constant Effect, go down to the list of effects the item can have. If you have a Bound (let's use an example) Cuirass spell, you should be able to enchant items to Bound Cuirass. Enchant the item with Bound Cuirass, and then buy the enchantment. Equip the enchanted item and now, because the Bound Cuirass is a constant effect, you have a permanent Bounded Cuirass.
