According to the most recent rules, there is no table quarter win condition. That was eliminated with the 5th edition.
You can, however, add your own rules to the game as long as your opponent agrees to those conditions. Before, taking a table quarter happens when the game ends and you have a a scoring unit (any non-vehicle, non-swarm troop choice) in the table quarter without ANY enemy unit in that quarter.
