Really only one part, actually, it is just the topic you are writing about. Do you mean a paragraph, if so, then there are 3 parts to a paragraph. To a sentence, there might be 3 also, if you have a beginning(ex. well, i think..) then, a middle(that the people have many rights because they are are the power to the government..)and an end(, this is how......)
