Your best bet will always be to go online. You can find lots of different items and people who can custom make almost anything you could ever want. Most brick and mortar stores have a very limited selection of very low quality costumes.
You can find a few cosplay costumes at various locations in London, but the best and largest inventory is simply found online.
Uh, I don't think there are any Cosplay related shops in Bristol >.< However, the options you can do are: 1) Shop online: There are various UK based Cosplay dealers on the web. 2) Go to London: There's a Cosplay shop in London called Tokyotoys, they sell a lot of Cosplay items. I've been to the London MCM and they've set up a stand. 3) Try charity shops: You never know what you can find in a charity shop. most teenagers don't bother with them, but I'm a 17 and I've bought the complete Final Fantasy XI soundtrack for £10, which I've been dying to get (FFXI FTW!), and its a saving of around £150. The chances are slim, but you may find even a small garment such as a shirt in those places.
No there isn't one. But you could just find a regular coffee shop and start meeting there in cosplay with your friends. In time, it might become a cosplay cafe :)
i would suggest checking amazon or eBay, and if you don't find it, google/Bing cosplay supply websites. most cosplay you can't buy at stores unless you have a local cosplay shop.

i know of one cosplay/maid cafe in the US, in southern California it's called Royal T and it is also connected to a shop and art gallery.

There aren't any specific "Naruto" cosplay shops. Most carry all different costumes. The best one's happen to be online stores and the best online cosplay store happens to be in the links below :)

There are no cosplay stores in Utah. However, some Asian import stores do sometimes have a small costuming area with props and/or wigs. However, cosplay communities online will advertise cosplay yardsales, or swap-meets.
It is basically an interview that describes your cosplay. they have questions that you answer such as , What got you into cosplay? How did you decide on this cosplay? How did you put together this cosplay? Basically a self interview on cosplay.
