I have used them before. They had a turbine above the blades that created a downward pressure allowing the mower to hover above the grass. The ones I used were called "Flymo" They were from the Swedish company Husqvarna Ab which used to be affiliated with Electrolux. They were good for mowing steep slopes.

What was the importance of SATO?

Saito manufactures 4 cycle glow fuel powered engines for Radio Controlled (RC) model airplanes. 2 cycle engines sound alot like lawn mower machines; 4 cycle engines sound more like real airplane engines, which is why R/C pilots like them. SEATO stood for Southeast Asian Treaty Organization. No longer in existence when France and Pakistan pulled out in the '70s. Originally stood for the same reason NATO stood, security in their particular region.
