Weapon skill is compared while in close combat to decide if you hit the opponet. The number you need to roll for each attack is determined by taking your WS stat against the majority WS of the enemy squad.
There is a table at the end of the Warhammer 40,000 rule book but how I remember is: If you are better by any amount, you need a 3+. If your opponent is more then double your WS, you need a 5+. Otherwise, you need a 4+.

Wounds i.e how many time something can be killed. WS is weapon skill, BS is ballistic Skill, A is attacks, LD is leadership, I is initative - all are quite important and the higher the better!
In the codex it will tell what is allowed.
