Celebrities often claim to dislike or even hate paparazzi (photographers/videographers who take photos/video of celebrities in public and sometimes even private moments). Some celebrities refuse to acknowledge the paparazzi, and some (such as Sean Penn, for instance) have become physically violent with paparazzi. However, paparazzi need money, and to get money, they have to take as many photos of as many celebrities as possible, with an emphasis on getting the photos first (or at least before anyone else) and getting them sold to media outlets and magazines. Celebrities need the paparazzi on some level because the more the celebrity is "in the news," generally, the better it is for his or her career.
There is a law in California that is based on many incidents involving Britney Spears, where the paparazzi have caused many unsafe conditions for both herself and other people (other drives or pedestrians). Due to this, government leaders proposed a law to limit the paparazzi.
