If you mean Swallow as the move, it is not a TM. These Pokemon can learn Swallow by leveling up: Ekans, Arbok, Pelipper, Mawile, Gulpin, Swalot, Lileep, and Cradily. If you mean the Pokemon Swellow, you can find it in the wild at Route 115 or level up Tailow to level 22 to evolve it.
