Usually a play-by-post game online, at a place like RPoL.net would be cheapest. There are d20 resources online, so you could look up anything you needed for character creation, and if you play online you don't even need to buy dice, because they have a virtual dice roller in the forum. There are other places besides RPoL.net. I just think of that one because that is where I play... but something similar to that is probably cheapest, because if you play a game where you can access the information online, you don't have to pay anything at all.

(Unless you're the DM, of course, and then making up the plot and being the NPCs is the fun part.) It's also cool to do stuff you can't do for real, like fight bad guys and find treasure.
