In case of p-p scattering, there is a proton against another proton, while in the second case, probably it would be a neutron against a proton.

Since the neutron does not hold electrical charge, it will be mouch more easier for it to get close enough to the proton to realize the strong interaction. (There is no electrical barrier between them).

If one actually wanted to realize these processes, then there would be two different experiments. For example, protons could be accelerated against each other by particle accelerators, and that is p-p scattering. Neutrons can be produced by spontaneous fission of some transuranic element (or by several other methods). In this case hidrogen atoms would serve as targets for the neutrons.
