Echo is a triggered ability that makes a card require a one-time upkeep payment on the turn after the card entered play.

For example:

Mogg War Marshal. Casting Cost: 1C,1R.

Echo: 1c1r (At the beginning of your upkeep if this card came into your control since the beginning of your last upkeep, sacrifice it unless you pay its echo cost)

So you're paying its casting cost, or whatever it lists as its echo cost, for the round/turn after you bring it into play essentially.
