Writing using capital letters usually means that you are emphasizing whatever you type in capital letters. So, if I typed "Go AWAY!," people would understand that I was putting a lot of emphasis on the word "AWAY." Due to the exclamation point. When people type using capital letters exclusively, or very frequently, LIKE THIS, PEOPLE INTERPRET IT AS THOUGH YOU WERE YELLING, SINCE EVERY SINGLE WORD IS EMPHASIZED. This how ever may simply be emphasizing the statement or making it easier to be read, and not yelling since the exclamation point is not used.
