people are calling it the filibuster, but it's actually the cloture, think of it as closing the debate.
Senators can try to kill a bill by doing a filibuster. In the filibuster the senator can extend the debate on the bill for as long as possible to prevent it from being voted on.

In some debate forums, the speaker holds the floor (dominates the debate) until s/he stops speaking. When a speaker decides to jam the debate to prevent it from concluding they can continue to talk endlessly. They can read the newspaper, a book, the telephone book, anything. in order to never stop talking. That's a filibuster, they are filibustering the debate. The most common place this occurs in the U.S. Congress.
It would be Three-fifths of the Senate, or 60 members who vote against it.
The Senate's check on the filibuster is the cloture motion, which can be invoked to end debate on a bill and proceed to a vote. To invoke cloture, at least 60 senators must vote in favor of the motion, which limits further debate to 30 additional hours. This procedure ensures that a minority cannot indefinitely block legislation, allowing for a pathway to conclude discussions and move forward with voting.
