The game is constantly changing and it is hard to keep balance. So there really IS no strongest model in the game, considering you may not even be able to use it because of point restrictions. You can't field a Titan in a non-apocalypse 1000 point game. If you want to ask the strongest Titans, I'd say Imperator and Reaver, but understand 40k is a game of strategy, rock-paper-scissors based what beats what and building a list that works well and you can work with your playstyle. Keep in mind, since the game is changing with codex releases you can run into some huge imbalances, or some just not even visible.

Depends, some units are more worth their price than others. But if you mean best as in strongest i'd say maybe a monolith, land raider or dread knight. If you mean strongest character there's a lot to choose from: Marneus Calgar, The Nightbringer, The swarmlord, The avatar, Kaldor Draigo, etc. etc. If you go as far as the strongest apocalyptic model there's no doubt. The Emperor class titan.
