Orks are half in control of Armageddon. What you have to realize is that Orks upon death release spores that is effectively fungi. These will turn into Orks later on. Lesson 101 on Ork reproduction everyone. So any Ork waagh! that invades a world will leave its' descendants in its' wake. There are countless reports of Hive cities having to 'cull' lower sections of their cities because of the fact that Orks still lurk in the depths bellow. Nothing short of full Exteminatus (incendiary devices deployed from orbit to burn the entire planet) can stop the Ork spores from coming back. Thus the Orks technically 'win' in some sense because if you had to burn AN ENTIRE PLANET just to kill the enemy and make the planet inhospitable to life for hundreds of years then your the one loosing out on resources. Not the Orks who just use their crazy technology that shouldn't work to build new things out of wood, metal, rock, scrap, paper etc...
