Yes ! Using one size smaller covers just makes it fluffier and thicker, it's just "down " and will fit any size you can squish it into. And of course ot will be same size of the cover it is in. I always use a queen cover for my king down duvet.
Duvet covers come in king, queen/full, twin. They will fit comfortors which are the same size.
A king sized comforter will not fit in a Queen sized duvet cover.

The answer is - there IS no standard! Duvets can come in quite a range of sizes so the duvet cover needs to fit the size of your particular duvet. Twin duvet covers are different from regular duvet covers in the fact that they are a smaller size. The size is dictated by the size of the mattress and therefore the twin duvet cover is made to fit a twin mattress.
