The Konkou Hotel is located outside the wall of the Fairgrounds. If you make your way to the base of the Ferris Wheel and go a bit to the right theres a door that should be unlocked once you've finished with Crow. Just head through it and walk down the trail and theres the hotel.
Oh, and to get it you must go off to the left of the building and climb into one of the windows. This is also the first time you get to see Seto in broad daylight!
