In the sense of the human population as a whole, of course as we are all related in some form. However, many blacks and Mexicans have no real family ties to one another and usually just share the same social struggles to varying degrees.

Mexican is a nationality, just like American, Canadian or British. Now, most Mexicans are of a race known as mestizo, which is a mix of white and Amerindian people. There are also 10 million white Mexicans, which compose some 9% of the total Mexican population. Finally, there are some 2 million black Mexicans, known as Afro-Mexicans (Afromexicanos) who account for almost 2% of the Mexican population.

Both my parents and my siblings are light skinned Mexican but I come out as dark skinned Mexican.
