In any race, there are intelligent and unintelligent people, and Samoa is just the same. I refuse to say "dumb", I instead am using "intelligent and unintelligent", just to emphasise a point, that God gave each and every one of us a brain to use, and it's up to us human beings to use it in a positive and contributing way for the betterment of society, and not be unintelligible or stupid enough to use the word "dumb", let alone assuming or calling a race "dumb". Every culture, time, and place has people who are smart (and people who are not). The human brain has been pretty much like it is now since at least 10,000-12,000 B.C., and possibly much longer. Even in ancient cultures where people didn't get a regular education, there were many smart people. They were smart at what they did for work and play, and how they treated each other--just as smart as we are now. They just didn't have a formal education.
