West Virginia, Kentucky, tenseness, and Charleston
There are not four states in the southeast that do not border ANY bodies of water. Kentucky and Tennessee would be the only candidates for a "southeast" state; perhaps West Virginia, but neither are in the "southeast."
Yes a lot of the border states did so some even voted the issue such as Deleware...and some even split over it like West Virginia and Virginia.
tho none are actually in west Virginia the states that border west Virginia are Kentucky Maryland Ohio Pennsylvania & Virginia & bordering any place is the next closest thing to being in it
