Silencers (also known as suppressors) are regulated by the Federal government under the 1934 Gun Control Act. Ownership by a private citizen is prohibited by State law in California, Minnesota, Iowa, Illinois, New York, New Jersey, Vermont, Massachusetts, Delaware, and Hawaii. Possession in states not named is permitted, so long as the silencer is registered with the Federal BATFE, and the $200 transfer tax paid.
According to what I found (a cursory search on the internet) silencers are legal in Kansas as of sometime in 2007 or 2008. Silencers are still regulated by federal law. To purchase one legally, you must go through a class 3 dealer.
