No they are not. They primarily fall in general category . Yes there were some questions and doubts regarding the same. Many saxenas wanted to be categorized as obc however it was clearly ruled out by the authorities concerned, as far as i know. Also saxenas are a sub class of kayasthas and come under the category of kshatriyas.
