Production Assistant.
The Maple Sugar Industry at Thompson Pa- - 1912 was released on: USA: 17 July 1912
In context of the film industry PA or P.A. stands for Production Assistant. Normally a entry-level position that rarely pays, but is absolutely great way to "get your foot in the door" in the industry. As a PA expect to do many things, and just about everything from running errands for directors, producers, odd requests, to helping with setting up lights, helping Grips, etc.

I believe the PA. dept of Labor and Industry started using these in 1937. The stamp meant that the item met the applicable requirements of the Commonwealth of PA. It was applied to items such as stuffed animals, furniture with appolestry and filling-materials. I doubt the stamp alone is worth anything. But it would add value to an item that it came with, if in good condition.
