Well, it depends on what exactly you mean by that. The USSR ceased to exist in December of 1991. Though the Communist party of the USSR was disbanded at the same time, later (in 1993) the Communist Party of Russian Federation was instituted, and currently it is the second largest party in Russia. So in some sense communism never left Russia.

He wanted to roll it back, which was a step forward from his predecessors, who had focussed on containing communism. He called the Soviet Union an "Evil Empire" and once told the British Parliament that Communism would end up "on the ash heap of history". He supported freedom fighters and protestors who were fighting against Communism. By this time, the Soviet Union was in decline and would eventually collapse a few years after Reagan left office.
I suppose the biggest effect was that they were no longer the USSR (United Soviet Socialsit Republic). They became Russia again at that point.
