Not in the U.S. In the U.S. it is illegal for a felon to own or possess a gun.

thats partially true on a federal level he is correct but on a state level many states permit felons to own firearms after an alloted period of time from the crime so say if they require a ten year wait and it has passed and you buy a gun and say a sherrif pulls you over your fine but if for some insane reason atf pulls you over your royally boned.

In Florida can a convicted felon be around someone who owns a firearm?

A felon can be "around" a person with a firearm as long as the felon doesn't own or possess the firearm, however, "possess" is subjective. If the felon can access the firearm, it might be considered possession if something were to happen.
