Generally, they can vote. This was caused by the US intervention which sent a lot of the Taliban and the like to other parts of the country, e.g. villages in the mountains. Of course women who are being controlled by those groups do not get the privilege to vote.

Also many traditional families in the Afghan cities prohibit the right to vote for their women because of their beliefs.
