Yes we can change the college in 2nd year only when both the colleges belongs to same university. But if the university is different then it is not possible to change college.
Second year revaluation is done in the respective colleges and not in university, unlike in 1st and 4rth year. Hence it depends on college and not university. But Mumbai University take close to 8-12 months for its own revaluation.
Of course, you can apply for other universities for second year, and show them that you have done the first year. Make sure you apply and get accepted, before you withdraw from your current university, so that you arent stricken with no university to go to.
