I assume you are talking about a drivers license? Dropout, that doesn't effect your driving abilities.
They can request it of South Carolina - South Carolina may or may not comply. Georgia can suspend your privilege to drive within their state.
If you have orders showing that you've been stationed there for 30 days or longer, you're considered a resident, and qualify to apply for a licence in that state.

By going to South Carolina's office for the drivers license and submitting a required application with your current Texas driver's license. WHen you pass your eye test, etc, you will have to surrender your Texas license and you will be issued a SC license in its place. BTW - SC DMV will check with TX DMV to determine if your Texas license is valid.
