Yes. You can train a bird to perch on specific places, like hands, knees, shoulders, etc. Even on your head. But you might decide that's a bad idea once you know the rest of the story now.

In bird psychology, the bird on the highest perch is the boss. It's a dominance behavior. If your bird's eyes are higher than yours, it thinks its the boss. Pet birds who are kept above eye level often begin to act aggressively. If they know the command, "step up" they might just ignore it, or even bite when you try to pick them up. Even my gentle Derbyan, Neil, who just loves coming out to play will threaten and then try and fly away if I let him stay above eye level for too long.

Have you ever seen a wild bird with a lame foot or missing toes? Here's why: another bird bit his foot to challenge his dominance and force him to a lower perch. Birds who know that they are not the dominant member of the flock will refuse to sit above the dominant bird out of instinct. This keeps their little feet and toes intact.

The good news is that your little parakeet seems to realize that you are the "flock leader."
