It's not totally empty... In the coast region there are many big cities (not as big as those from the South East region, the most developed region), but also big. The countryside of North East region is not much occupied, but also not empty. It has many livestock farms and many big irrigated agriculture, manly fruits, with great production, most for exportation. This part of the region is not so occupied because it's a hot and dry place, what makes rural activities harder (possible with irrigation from the few perennial rivers in the countryside), and almost impossible to shelter big cities because the few rivers would not be able to supply the cities with clean drinking water and, supply with food from activities like fishing, and,at the same time, be used as the destination of the sewage. Also for historical reasons. The portuguese have occupied all the Brazilian cost and developed the region. And not so much the countriside. So these are the reasons for why some parts of this region are not so occupied and developed (but not empty)
