As of 2004 - Yards and Court codes you cannot keep a hooved animal on a property with a dwelling. Exceptions are for facilities who have had continuous occupation of hooved animals...like a stable. That said, there were several laws in the Litter code, Park and Parkways code and Breeding code from 1974, that set limits to horses, cows, pigs, sheep and other hooved animals. Hoved Animals have been kept in Buffalo for over a hundred years. There is a 1900 article about locals keeping goats on Harlem Ave. and my great great grandmother had a farm on the East side of Buffalo from the 1880's to the 1940s or so. There were many farms on the east side of Buffalo in fact. All of north Buffalo was cow and farm land into the 1970's. Right now only; cats, dogs, hens, homo sapien and their children are allowed.
