Abe Lincoln wanted to return the slaves to africa and had ships ready to take them back. Many chose to go, but he was concerned that many of them had either never lived in africa our had been away for so long that they would be unable to survive. He therefore created a colony in africa (now a country) called Liberia to return them to. Many of the newly freed slaves chose instead to remain in the United States.
Lincoln had little to do with the requirement to send all freed slaves back to Africa. The experiment of Liberia took place before he was president.
There were private companies that were bringing slaves to the United States. When the slaves were freed, there were not private companies wanting to take the the slaves back to Africa, and the U.S. would have been responsible for paying to have the slaves sent back. The U.S. government thought it would be too expensive, and looked into other solutions.

These problems would be immense based on the dependency of slavery the US had. Thus both men supported the American Colonization Society. This organization wanted to transport freed slaves voluntarily back to Africa. This was coupled with buying the freedom of almost 4 million slaves. It was a dream that lacked the finances to buy the freedom of slaves and pay for their transportation to Africa.
