Yes it is clothing
Germans wear exactly the same type of clothing as Americans and other Europeans, both on a day-to-day basis and for special occasions. The only place where you'll occasionally see Lederhosen--and the only place they were ever worn in any traditional fashion--is Bavaria, and Bavarians certainly don't wear Lederhosen and dirndls outside of Oktoberfest.
